Texas Private-Party SPV Tax—What Houston Buyers Should Know Before They Hand Over Cash
A low private-party price is not the same as a low all-in cost
Houston and East Texas buyers shopping a used car from a private seller run into a tax rule many people only discover at the county tax office. The Texas Comptroller’s page on private-party purchases and standard presumptive values (SPV) explains it plainly: SPV applies to used vehicles bought in private-party sales that do not involve a licensed motor vehicle dealer. Motor vehicle sales tax is generally calculated on the greater of the sales price or 80 percent of SPV. If you pay less than 80% of SPV, there is a certified-appraisal path (Form 14-128) with its own timing rules—read the Comptroller page before you assume a discount sticks.
TxDMV’s buying-or-selling guidance also notes the 6.25 percent tax on the purchase price or SPV (whichever is higher) for private-party titling, plus title/registration steps. You can look up a vehicle’s SPV on the TxDMV Standard Presumptive Value calculator. The county tax assessor-collector still calculates the taxable value on the day you title.
SPV is based on guidebook averages for private-party sales in the region. Vehicle condition is not used to set SPV. A rough truck does not automatically get a lower SPV just because it needs tires.
Why this shows up in real shopping
A “great” private Facebook price can still produce a painful tax bill if 80% of SPV sits well above what you paid. Buyers who only budgeted the handshake price get surprised. That is not a dealer scare story—it is how the Comptroller describes the rule.
Dealer purchases are on the Comptroller’s list of situations where the SPV private-party calculation does not apply. That does not make every dealer deal cheaper; it means you compare structure, warranty, and financing honestly instead of mixing tax frameworks.
How I help—without invented promises
I help Houston and East Texas shoppers at Kramer Autoplex with good credit, bad credit, thin credit, or no credit. We shop each application across a wide lender network, including lenders that work with damaged or limited credit. I do not invent lender names, lender counts, or approval rates. A same-day standing answer on where you qualify and what the monthly looks like is typical, not guaranteed.
The first step on StevenSellsCars.com is name plus phone or email—about 20 seconds—and no credit check yet. The full application (which does involve a credit check) comes later. Live inventory is on the site; I will not invent stock or prices here. Free delivery is available anywhere in Texas, with nationwide delivery outside Texas.

Soft Kramer note
If you are comparing a private car to a lot car, bring the SPV printout and the full payment structure to the conversation. Plain-English numbers beat a surprise at the tax office. That is the culture I work in at Kramer Autoplex—not a promise of a special rate or guaranteed approval.
Takeaway: Before you wire money on a Texas private-party used car, check SPV and the greater-of tax rule on the Comptroller and TxDMV pages. Then compare a financed dealer path with eyes open—start at [/start](/start) when you want a soft first step with no credit check yet.
