Buying From a Texas Dealer After HB 718: Metal Plates at Delivery

The short answer

If you buy from a licensed Texas dealer on or after July 1, 2025, TxDMV’s House Bill 718 Implementation consumer guidance says you should receive metal license plates at delivery instead of the old paper buyer’s temporary tag. In most cases that is the black-and-white general issue plate, secured on the front and rear. TxDMV tells buyers to keep the Buyer’s Receipt in the vehicle until registration is complete and the windshield sticker is received and affixed. That is a paperwork habit worth building into every Texas purchase—alongside payment and add-on checks—not a promise about approval or inventory.

What TxDMV says changed for dealer buyers

From the opened HB 718 page (consumer / public sections):

  • Effective July 1, 2025, licensed dealers issue metal plates at the time of sale; certain paper temporary tags (including buyer tags) are no longer issued from the old eTAG/ePLATE buyer-tag workflow.
  • General issue plates replace paper buyer’s temporary tags for most dealer sales and must be properly secured on the front and rear.
  • Buyers must keep the Buyer’s Receipt in the vehicle until the registration windshield sticker arrives and is affixed.
  • Plate validity can be confirmed by law enforcement through TLETS/NLETS (per TxDMV’s plate descriptions on that page).
  • Out-of-state buyers may receive an Out-of-State Buyer Plate (described as valid for 60 days on the same page).
  • Private-party person-to-person sales remain a different path: sellers still remove plates and stickers; buyers title/register and obtain plates at the county—Vehicle Transit Permits can still apply when the seller keeps the plates.

Trade-in note from the same page: when you trade a vehicle with general-issue plates, dealers remove those plates and may reassign them within rules TxDMV describes; specialty/personalized plates are retained by the consumer in the scenarios TxDMV outlines.

Tie it to a careful buy (no approval promises)

I'm Steven Wilson, Sales and Social Media & Marketing Manager at Kramer Autoplex, helping people in Houston and East Texas get financed with good credit, bad credit, thin credit, or no credit by shopping a wide lender network. Same-day answers on where you stand are typical—not a guarantee of approval. The first step is name plus phone or email—about 20 seconds—and no credit check yet. Free delivery is available anywhere in Texas; nationwide delivery is available outside Texas. Live inventory is on the site; I will not invent stock, prices, or customer stories here.

When you reach delivery day:

  • Confirm you leave with metal plates installed (dealer purchase) and the Buyer’s Receipt in the glove box.
  • Still run the money checklist: APR, amount financed, and total of payments (five numbers).
  • Keep add-ons optional (what you can negotiate).
  • For used cars, know what the FTC Buyers Guide is telling you (Buyers Guide).

Bottom line

Per TxDMV’s HB 718 implementation guidance, dealer buyers should expect metal plates at delivery and should keep the Buyer’s Receipt until the windshield sticker is on. Build that into your delivery-day checklist along with the loan math—not instead of it.
